UMA Demands Reinstatement of Arua Surgeon Suspended Over ‘Hands in Pockets’ Row

The Uganda Medical Association (UMA) has demanded the immediate reinstatement of Dr Robert Candia, a senior dental surgeon at Arua Regional Referral Hospital, following his suspension by State Minister for Health (General Duties) Anifa Bangirana Kawooya over an alleged breach of etiquette.

Candia was suspended after reportedly addressing the minister with his hands in his pockets during her inspection of the hospital on October 14, 2026.

A video circulating on social media shows Kawooya ordering his immediate suspension or transfer to Yumbe District over what she considered disrespectful conduct.

The incident has triggered widespread criticism from medical professionals, lawyers and members of the public, with questions raised about the minister’s handling of the matter and the legality of her directive.

In a statement issued on Friday, October 16, UMA President Dr Frank Rubabinda Asiimwe condemned the suspension, accusing the minister of abusing her authority and humiliating a medical professional over a seemingly minor issue.

“The doctor’s purported transgression? An alleged breach of etiquette colloquially termed ‘pocketing’ hands during an exchange with the Minister,” UMA said.

The association argued that although respect for authority remains an important cultural value, a person’s hand position should not be treated as a serious disciplinary offence.

“Neither the Laws of Uganda nor the clinical algorithms of healthcare delivery recognise hand placement as a capital disciplinary offense,” the statement added.

UMA further criticised the minister’s conduct, arguing that the hospital inspection should have focused on improving healthcare delivery rather than enforcing personal expectations of etiquette.

“What we witnessed was not supportive supervision; it was an episode of unvarnished theatrical condescension and excitement masquerading as ministerial oversight,” the association stated.

The association called for Candia’s immediate reinstatement, warning against the use of political authority to intimidate or publicly humiliate healthcare professionals.

The controversy has renewed debate about the relationship between political leaders and medical workers, as well as the need for accountability and professionalism in the supervision of public health facilities.
