Kampala businesswoman and former Kampala Central parliamentary candidate Suzan Kushaba has reportedly been remanded to Luzira Government Prison until November 17, 2026, following her appearance before Buganda Road Chief Magistrate’s Court over allegations arising from statements she allegedly made against Kampala Minister Hon. Minsa Kabanda and other public figures.

Kushaba appeared before Chief Magistrate Ritah Kidasa Neumbe on Thursday, November 5, where she was charged with three counts of sending false distress signals contrary to Section 82 of the Uganda Communications Act.
According to prosecution, led by Allan Mucunguzi and Grace Amy, the alleged offences were committed between January and October 2026 in different locations, including Mukono and Wakiso Districts.
The prosecution alleges that Kushaba used appearances on the TikTok platform, particularly through an account known as The Investigator, to make statements describing Kampala Minister Minsa Kabanda as a fraudster and land grabber.
She is further accused of making allegations against State Minister for Kampala Capital City and Metropolitan Affairs Kabuye Kyofatogabye, whom she allegedly described as a fraudster while accusing him of misappropriating money collected from boda boda riders and taxi operators in Kampala.
In another count, Kushaba allegedly described Muzamiru Katumba Mirundi as a land grabber over claims involving land belonging to Kamwokya KCCA Primary School.
Kushaba Denies All Three Charges
When the charges were presented before court, Kushaba denied all three counts.
Her arraignment followed two sets of criminal summons requiring her to respond to the allegations.
Prosecutors informed court that investigations into the matter had been completed before requesting an adjournment.
The court subsequently scheduled November 17, 2026, for further proceedings, including the prosecution’s response to Kushaba’s bail application.

A Longstanding Political and Personal Dispute
The latest court development adds another chapter to the longstanding disagreements between Kushaba and Minsa Kabanda, which have played out around the management of St. Balikuddembe Market, popularly known as Owino Market, and the political contest for Kampala Central.
Kushaba previously served as interim chairperson of Owino Market before disagreements emerged over its leadership and management.
Their rivalry later extended into the 2026 parliamentary elections, where Kushaba contested for the Kampala Central parliamentary seat against Kabanda, who was declared the winner on the National Resistance Movement (NRM) ticket.
Kushaba is also associated with the Patriotic League of Uganda (PLU), an organisation linked to General Muhoozi Kainerugaba.
During an appearance on The Investigator, she reportedly questioned Kabanda’s ability to mobilise Kampala residents behind Gen. Muhoozi’s political ambitions, citing the outcome of the Kampala Central parliamentary contest.
What Happens Next?
With the matter returning to court on November 17, attention will now turn to the proceedings surrounding Kushaba’s bail application and the prosecution’s position.
The case also raises broader questions about the boundaries of public criticism, freedom of expression and the use of social media platforms in Uganda’s increasingly competitive political environment.
For now, the allegations remain accusations that must be tested through the judicial process. Kushaba has denied the charges, and she remains entitled to the presumption of innocence unless proven guilty by a competent court.
